WSTA Petition to OAL Regarding CTP

WSTA has filed the petition below with the California Office of Administrative Law (OAL) seeking a determination that CARB’s agreement with truck and engine OEM’s (Clean Truck Partnership or CTP) is an improperly adopted “regulation” under California’s Administrative Procedure Act (APA). We seek to invalidate CARB’s CTP as nothing more than “underground” regulation and force CARB to adhere to a legal standard requiring all agencies to be fully transparent when adopting regulations.
